Montenegro Residence in 2026: Company Director Permit, Digital Nomad Status, Property, the New EU Investor Ground, Visas and Citizenship. The Complete Guide

When clients ask me about Montenegro, I start with a simple point: this is not a golden visa country. There is no fixed investment that buys residence, and the old citizenship programme is closed. What Montenegro does offer is one of the cheapest company based residence routes in Europe, a digital nomad permit with tax free foreign income, and a property ground. Below I compare all of them using the Government of Montenegro, the digital nomads portal and the BRIDGES Montenegro page. Everything was checked on 4 November 2026.
The main routes at a glance
| Route | Permit | Entry point | Counts towards permanent residence |
|---|---|---|---|
| Director of your own company | 1 year, renewable | company from €1 share capital, launch budget from €10,000 | yes |
| Digital nomad | up to 2 years + up to 2 more | remote work for a foreign employer or own foreign company | no |
| Property | 1 year, renewable | property worth from €150,000 by tax valuation | no, according to the government page |
| EU citizen investor (new) | up to 3 years + 3 | €250,000, EU citizens only | see the article |
| Family reunification | follows the sponsor | spouse, minor children | yes |
The table summarises the BRIDGES company director page and the government page on permanent residence. Each route has its own article below.
Company director: the main route
You register a limited liability company (d.o.o.), sign an employment contract with it as director, pay salary and contributions and apply for a single residence and work permit. BRIDGES gives a status in 1-2 months and a launch budget from €10,000. The catch is renewal: the company must really operate, and BRIDGES says the renewal checks that it paid taxes and contributions. I explain the steps, the documents and the absence rules in the company director guide.
Digital nomad permit
If you work remotely for a foreign employer or your own company registered abroad, the digital nomad permit gives up to 2 years plus up to 2 more, and income from abroad is exempt from Montenegrin income tax. It does not lead to permanent residence. There is a conflict between sources on the income requirement, which I show in the digital nomad guide.
Property and the new €250,000 ground for EU citizens
Owning property in Montenegro is a ground for a 1 year permit. Since 17 January 2026 a new permit needs a property worth at least €150,000 by tax valuation. In October 2026 parliament added a separate ground for citizens of EU member states who invest €250,000. Both are in the property and EU investor guide.
Visas from 1 November 2026
Montenegro aligned its visa policy with the EU. From 1 November 2026 citizens of Russia, Belarus, China, Saudi Arabia and Turkey need a visa, according to the government service information. This affects people who planned to come visa free and apply on the spot. The visa and status guide explains exemptions, the D visa and how not to lose a permit through absence.

Taxes in brief
According to the BRIDGES residence blog, which relies on the corporate income tax law:
- corporate income tax is 9% on profit up to €100,000, 12% from €100,000 to €1.5 million and 15% above;
- personal income tax is progressive with a top rate of 15%;
- VAT is 21%, with a reduced rate of 7%;
- property transfer tax is 3%;
- tax residence starts after more than 183 days a year in the country.
Permanent residence and citizenship
After 5 years of continuous temporary residence you can apply for permanent residence, according to the government page. Citizenship by naturalisation needs 10 years of lawful residence, basic Montenegrin and release from your other citizenship. The permanent residence and citizenship guide covers the absence limits and what the EU accession may change.
Montenegro and the EU
Montenegro is not in the EU or Schengen. It is a candidate and uses the euro. BRIDGES reported on 12 October 2026 that 21 of 33 negotiation chapters were closed, and the BRIDGES news on accession safeguards covers the Commission proposal of 6 October 2026. A date of around 2028 is often mentioned, but it is a target, not a fact. According to the BRIDGES Passport Index of 4 October 2026, the Montenegrin passport ranks 41st of 199 with 125 destinations without a prior visa, including 90 days in Schengen.
My honest view
For a family that wants a long term base and possibly a passport, the company director route is the only one that builds towards permanent residence at a reasonable cost. The nomad permit is good for 2-4 years of tax efficient living, but it is a pause, not a path. Property alone gives a roof and a permit, not years towards permanent residence. If you hold a Russian, Belarusian or Turkish passport, plan the entry visa first.
Questions and answers
What is the easiest way to get residence in Montenegro?
For most of my clients it is a company of your own in which you are employed as director. There is no investment threshold, BRIDGES puts the launch budget from €10,000, and the permit is issued for 1 year and renewed. The company has to actually work and pay contributions.
Can I get residence by buying property in Montenegro?
Yes, property is a ground for temporary residence, but since 17 January 2026 a new permit needs a property worth at least €150,000 by tax valuation. Property gives no right to work, and according to the government page on permanent residence, years on this ground do not count towards permanent residence.
Does Montenegro still sell citizenship?
No. The citizenship by investment programme closed on 31 December 2022. Today a passport comes through naturalisation after 10 years of lawful residence, with release from your previous citizenship.
Do Russians need a visa for Montenegro now?
Yes. From 1 November 2026 citizens of Russia, Belarus, China, Saudi Arabia and Turkey need a visa. Holders of a valid Montenegrin residence permit and of valid Schengen, US, UK or Irish visas or residence permits are exempt, the latter for up to 30 days.
