Montenegro Visa Rules From 1 November 2026 and How to Keep Your Residence Status: Exemptions, D Visa, Registration and Absences

On 1 November 2026 Montenegro switched on visas for several nationalities that had entered freely for years. For my Russian speaking clients this changed the usual plan of flying in, setting up a company and applying from inside. Below are the rules from the government service information, the government announcement in English and the BRIDGES news on the visa for Russians, checked on 4 November 2026.
Who needs a visa
A government decree of 23 July 2026 introduced visas from 1 November 2026 for citizens of:
- Russia;
- Belarus;
- China;
- Saudi Arabia;
- Turkey.
Who is exempt
| Category | Rule |
|---|---|
| Holders of a valid Montenegrin residence permit | enter without a visa |
| Holders of a valid Schengen, US, UK or Irish visa or residence permit | up to 30 days, not beyond the visa’s validity |
| People with a pending residence application | not exempt, need a visa |
Visa types
- Visa C, short stay: up to 90 days in any 180. BRIDGES reports a fee of €35, and €17.50 for children under 14, according to visa centres. Multiple entry visas can be issued for 6 months to 5 years.
- Visa D, long stay: for people who will apply for residence, including digital nomads. Apply at least 60 days before travel.
Decisions are taken in 10, 30 or 60 days depending on the case. Proof of funds is about €50 a day for a short stay. There is no e-visa yet. VFS centres accept applications in 8 Russian cities, and also in Turkey, the UAE, Azerbaijan and Kyrgyzstan, according to BRIDGES.
What it means for your residence plans
If you already have a permit, keep it valid: it is your entry document. If you are only planning, add 2-3 months for the visa to your timeline and apply for a D visa rather than a tourist visa. People with Schengen or UK visas can still come for up to 30 days, but that is often too short to finish a filing.

Keeping your status
Register your address. Report your stay to the police within 24 hours of settling at an address.
Renew on time. A temporary permit is issued for up to 1 year (Law on Foreigners, Art. 63). File the renewal at least 30 days before expiry (Art. 64).
Watch absences. A temporary permit lapses if you are away more than 30 days in a row without notifying the police. With notice and a justified reason, up to 90 days (Art. 65). BRIDGES warns that more than 90 days a year puts a company based status at risk.
Keep the ground alive. For a director, the company must work and pay contributions. For a nomad, the foreign contract must continue.
The new Law on Foreigners
On 8 October 2026 the government sent a new Law on Foreigners to parliament. According to the BRIDGES summary, it will apply only from Montenegro’s EU accession, and it sets absence limits for permanent residence of under 6 months at a time and no more than 10 months in total. For now the current law applies.
My honest view
The visa is a hurdle, not a wall. Plan it first, keep your permit valid and your absences short, and the rest of the process stays the same. The complete guide shows which residence route to aim for.
