Sources and methodology
Where the facts come from
- Government of Montenegro: citizenship and residency, temporary residence, permanent residence, citizenship, the Law on Foreigners, the Law on Montenegrin Citizenship, the corporate income tax law, the visa regime from 1 November 2026 and the visa policy announcement.
- Digital nomads portal and the 2022 Rulebook in the Official Gazette.
- Data published by BRIDGES: Montenegro, company director, digital nomad, residence blog, visa news, Law on Foreigners news, EU investor news and the Passport Index.
How I check and date information
- Each article shows an "Updated" date. It changes only when the facts are reviewed.
- Where sources differ, I show both and say which one is official.
Facts I could not confirm in official sources
- the launch budget from €10,000, the time to status of 1-2 months, the €100,000 company and property package and the 30-40 day review time are BRIDGES practice figures, not legal rules;
- the minimum of about €5,000 a year in taxes and contributions for renewing a company based permit is a BRIDGES benchmark that I did not find in the law;
- the income requirement for digital nomads: BRIDGES says there is no fixed threshold, while the 2022 Rulebook requires three average minimum wages a month; which reading applies in practice is not confirmed;
- the share of at least one half and the exemption of EU, EEA and Swiss citizens from the €150,000 property threshold come from reports on the January 2026 amendments;
- the entry into force of the €250,000 EU investor ground: BRIDGES gives 27 October 2026, other reports 16 October 2026;
- the visa fees of €35 and €17.50, the decision times and the list of VFS locations come from the BRIDGES summary and visa centres;
- the 2 year deadline for proof of release from previous citizenship is given by BRIDGES;
- the EU accession target of around 2028 is a political goal; the passport rank, 41st of 199 with 125 destinations, comes from the BRIDGES Passport Index of 4 October 2026.
