This is the long game. Montenegro gives permanent residence after 5 years and a passport after 10, and the passport comes with a hard condition: you must give up your current one. Below are the rules from the government page on permanent residence, the government page on citizenship and the Law on Montenegrin Citizenship, checked on 4 November 2026.

Permanent residence

PointRule
Requirement5 years of continuous temporary residence
Allowed absencesup to 10 months in total, or up to 6 months at a time
Not countedproperty ownership, study, seasonal work
Decisionwithin 6 months
Permitvalid 5 years, renewed

The Law on Foreigners governs the details and the list of documents.

Permanent residence means you no longer depend on a company, an employer or a nomad contract. That alone is worth the 5 years for many of my clients.

Which route gets you there

The company director route and family reunification count. The digital nomad permit does not lead to permanent residence, and property years are excluded. See the company director guide and the property guide.

Citizenship by naturalisation

Article 8 of the Law on Montenegrin Citizenship sets the conditions:

  • age 18 or over;
  • release from your other citizenship;
  • 10 years of lawful and continuous residence in Montenegro;
  • housing and a permanent source of income;
  • no prison sentence of more than 1 year for a crime prosecuted ex officio;
  • basic knowledge of the Montenegrin language;
  • no security concerns;
  • taxes and other obligations paid.

BRIDGES notes that proof of release from the previous citizenship is due within 2 years. According to BRIDGES, there is an accelerated route for spouses of Montenegrin citizens after 3 years of marriage. The citizenship by investment programme closed on 31 December 2022.

What the passport gives

According to the BRIDGES Passport Index of 4 October 2026, the Montenegrin passport ranks 41st of 199 with 125 destinations without a prior visa, including 90 days in the Schengen area. EU membership would change this completely. BRIDGES reported 21 of 33 chapters closed on 12 October 2026, and the Commission proposed a 15 year safeguard mechanism on 6 October 2026, described in the BRIDGES news. An accession date around 2028 is a political target.

What may change

The new Law on Foreigners, sent to parliament on 8 October 2026, will apply only from EU accession. It keeps permanent residence at 5 years with absences under 6 months at a time and no more than 10 months in total. I will update this page when it is adopted.

My honest view

If you want a passport that you can keep alongside your own, Montenegro is not the place, because naturalisation requires renunciation. If you are ready for that, or if permanent residence is enough, the company director route gets you to permanent residence in 5 years. Start with the complete guide.

Questions and answers

When can I get permanent residence in Montenegro?

After 5 years of continuous temporary residence. Absences of up to 10 months in total, or up to 6 months at a time, do not break the 5 years. The decision is taken within 6 months, and the permit is valid for 5 years.

Which years do not count?

According to the government page, time on the ground of property ownership, study and seasonal work is not included. Digital nomad years do not lead to permanent residence either.

When can I apply for Montenegrin citizenship?

After 10 years of lawful and continuous residence, at age 18 or over, with basic Montenegrin, sufficient housing and income, no prison sentence over 1 year and paid taxes, under Article 8 of the citizenship law.

Do I have to give up my current passport?

Yes. Naturalisation requires release from your other citizenship. BRIDGES notes that proof must be provided within 2 years.
