Montenegro Digital Nomad Permit in 2026: Up to 2 + 2 Years, Tax Free Foreign Income and the Income Requirement Dispute

The nomad permit is the cleanest option for people whose income comes from abroad. It gives legal residence, no Montenegrin tax on foreign income and a calm life on the coast or in the mountains. But it is limited in time and leads nowhere by itself. Below are the rules from the official digital nomads portal, the 2022 Rulebook and the BRIDGES digital nomad page, checked on 4 November 2026.
Who qualifies
- you work remotely for an employer registered outside Montenegro, or
- you own a company that is registered abroad and work for it;
- you do not work for Montenegrin employers or clients;
- you have health insurance (travel health insurance is accepted), accommodation and enough income;
- your passport is valid at least 3 months beyond the permit.
Term and limits
| Point | Rule |
|---|---|
| First permit | up to 2 years |
| Extension | up to 2 more years |
| After that | a new permit only after a 6 month break |
| Permanent residence | does not count |
| Decision | within 40 days (official portal) |
| Tax on foreign income | exempt |
The income requirement: two readings
This is the part where I have to be careful. BRIDGES writes that there is no fixed income threshold and uses the general proof of funds base of about €10 a day. The Rulebook published in 2022 by the Ministry of Interior says in Article 5 that monthly income must be at least three times the average minimum wage in Montenegro in the previous year. I could not confirm which reading the police apply today. My advice is to prepare documents that meet the stricter rule.
How to apply
- Collect the employment contract or proof of your foreign company, bank statements, insurance, a lease or property documents with a cadastre extract, and a police clearance certificate.
- File in person with the Ministry of Interior. If you are in Montenegro visa free, file before your 90 days run out and you can wait for the decision in the country.
- Register your stay with the police within 24 hours of settling at an address.
- Collect the permit.
If your passport needs a visa for Montenegro, you can come on a D visa for nomads. From 1 November 2026 this concerns Russians, Belarusians, Turks and others; see the visa guide.
Family
The spouse and minor or adopted children can join. Their permits follow yours.

Taxes
The amendments to the personal income tax law published in Official Gazette 152/22 exempt income that nomads earn from foreign employers. If you stay more than 183 days, Montenegro may treat you as a tax resident in other respects, so check how your home country sees your residence.
How Montenegro compares
BRIDGES compares income thresholds and terms of nomad permits:
| Country | Income | Term |
|---|---|---|
| Croatia | €3,622 a month | 18 months |
| Hungary | €3,000 a month | 1 + 1 years |
| Spain | €2,850 a month | 3 + 2 years |
More comparisons are in the BRIDGES nomad visa guide.
My honest view
For 2-4 years of remote work with a light tax burden, this permit is excellent. If you think you may want to stay for good, start on the company director route instead, because those years count. The complete guide compares all routes.
Questions and answers
Who can get a digital nomad permit in Montenegro?
A person who works remotely for a foreign employer or for their own company registered outside Montenegro. Working for Montenegrin clients or employers is not allowed on this permit.
Do digital nomads pay tax in Montenegro?
Income from a foreign employer or client is exempt from Montenegrin personal income tax under the 2022 amendments to the income tax law (Official Gazette 152/22). Your home country may still tax you.
How much income do I need?
Sources differ. BRIDGES says there is no fixed threshold and uses a base of about €10 a day. The 2022 Rulebook published in the Official Gazette requires monthly income of at least three average minimum wages in Montenegro for the previous year. Prepare for the stricter reading.
Does the nomad permit lead to permanent residence?
No. It gives up to 2 years plus up to 2 more, then you need a 6 month break before a new permit, and this time does not count towards permanent residence.
