When clients ask me about France, I start with an honest point: France has no golden visa. There is no property threshold that buys a permit and no citizenship programme. What France offers instead is one of the most generous work and business statuses in Europe, the multi-year Talent card, plus a simple route for people who live on their own income. Below I compare all of them using Service Public, the official portal of the French administration, and the BRIDGES France page. Everything was checked on 5 November 2026.

The thresholds come from the Service Public Talent page and the visitor card page, both reviewed in 2026. Each route has its own article below.

Talent card for investors and founders

Since the 2024 immigration reform the old Passeport Talent grounds for business people are grouped as Talent project leader cards. An investor puts at least €300,000 into tangible or intangible fixed assets in France, personally or through a company they run or hold at least 30% of, and creates or safeguards jobs within 4 years. A founder needs a master’s or 5 years of comparable experience, a real and serious project and €30,000 invested in it. I explain both, with documents and the ministry opinion, in the investor and founder guide.

Talent card for employees and the Blue Card

If a French employer hires you, the Talent card removes the work permit and the labour market test. The qualified employee ground requires a master’s obtained in France and €39,582 gross a year. The EU Blue Card requires a degree or 5 years of experience and €59,373. Start up staff can use the French Tech Visa procedure. Details are in the employee and Blue Card guide.

The visitor visa

For pensioners, people living on investments and families who want French schools, the long-stay visitor visa is the main route. You may not work in France at all. BRIDGES gives 2-3 months from filing to the visa. The visitor visa guide covers the money test, where BRIDGES and Service Public use different figures, and the renewal.

Fees in 2026

The 2026 finance law raised the fees. Since 1 May 2026 a first residence card costs €350 in tax stamps (€300 tax plus €50 stamp duty) and a renewal €250, according to Service Public. The long-stay visa itself costs €99, according to Business France.

Taxes in brief

France taxes its residents on worldwide income, and the bill can be high: progressive income tax up to 45%, social charges on investment income and a wealth tax on real estate above €1.3 million. But new arrivals hired from abroad can use the impatriate regime for up to 8 years. I go through it, together with the cost of buying property, in the tax and property guide.

The 10 year card and citizenship

After 5 years of lawful residence you can apply for the 10 year long-term resident card, with French at level B1 and a civic exam. Citizenship by naturalisation also starts at 5 years, but needs French at B2. Years on the Talent card (except intra-group assignments) and on the visitor card count. See the resident card and citizenship guide. According to the BRIDGES Passport Index of 4 October 2026, the French passport ranks 7th of 199 with 184 destinations without a prior visa.

My honest view

For an investor or founder with a real business plan, the Talent card is a strong product: 4 years at once, a working spouse and a short road to a passport. For a family with passive income it is the visitor visa, as long as everyone accepts the ban on work. If your goal is a permit for buying an apartment, France is the wrong country, and I say so to clients straight away.

Questions and answers

Does France have a golden visa?

Not in the sense of buying a permit with property or a deposit. The closest thing is the Talent card for investors: at least €300,000 invested in the fixed assets of a business in France, with jobs created or safeguarded within 4 years. Buying a home gives no right of residence.

What is the easiest way to live in France without working there?

The long-stay visitor visa. You show stable resources, health insurance and housing and sign a written undertaking not to work. Service Public sets the minimum for a single person at €1,477.93 net a month, €17,735.19 a year.

How long does it take to get French citizenship?

The general rule is 5 years of residence in France, reduced to 2 years after two years of higher education completed in France. Since 1 January 2026 you need French at level B2 and a pass in the civic exam. France allows dual citizenship.

Can my family work in France?

On the Talent card, yes: the spouse and minor children receive a Talent family card, and the spouse may work. On the visitor route nobody in the family may work.
